What is a dasha and how is it timed?

Vimshottari dasha is a Vedic timing system. Each of nine planets governs a fixed number of years in a 120-year cycle; the sequence and your starting point are set by the exact nakshatra (and fraction) your Moon occupies at birth. Can astrology really tell me the best time to act?
